yes he can. in a nutshell the doctor can sell his practice and usually does
when it is time to retire (if they are a solo practitioner). Normally a
doctor will inform their patients about their closing their practice or
selling it. I  believe their is a regulation (under HIPAA) that says you can
request a copy of your record to be transferred to a different physician if
you don't want to stay with whom the practice is sold to.
