Looking at GRS 24 (http://www.archives.gov/records-mgmt/ardor/grs24.html), I
think this question is covered in there *somewhere*. I don't think it's 9a,
but I think there are about 6 sections that could reasonably be interpreted
to include software licensing - so maybe a bit of fine sanding of the
corners. :)
Interestingly, there is a note in 24.9 that says, "[*Note*: Copies of
records needed to support contracts should be in procurement files, which
are scheduled under GRS 3.]" If software licenses meet that, and I think
that is reasonable, retention requirement could be 3-6 years after payment.
