I have been away from the energy business for over nine years. 
Nevertheless, NARUC carries no regulatory authority...; unless your
state adopts it as their own regulations and officially defers to it. 
When I was in the energy business NARUC closely mirrored the FERC
regulations.  I do not know if that has changed in the last decade.

ago.  These are some very good values, but I can't find a table of
authorities anywhere in the publication.  Does anyone what the sources
of these values are?  Thanks!
