I would agree with Tod. While it is nice to be in a department such as
legal/IT, regardless of where it is the main objective it to have
contacts and connections with each.

I have seen records management placed in many different organizations
including:

Real Estate
Facilities
CIO's office
Legal/General Counsel
Compliance
Audit
History (city government)

The right place is wherever you get proper support and can exert the
right amount of influence.  In my experience as a corporate records
manager for a number of years, I had great success working under an SVP
for Corporate Real Estate (function included Facilities/General
Services) because my manager had influence in the organization and
because of the skills I had allowed me to communicate well with everyone
from the departmental records liaisons to upper management.

If I understand you correctly, you are proposing a separate department.
This could be good if it gets you (Records Management) name recognition
and a place close to management, but on the other hand, and especially
if you are dealing with electronic records, a place within Information
Governance might be appropriate

I don't have on a decent organizational chart of either scenario
available, but you can contact me directly and I can try to describe
some scenarios, if you don't get anything from others on the list.  You
