Fully agree with much of what Gary provided regarding the "record nature" of
the scan.

Some other considerations-  If these drawings were produced in a CAD system
that you control, you likely have the native files, which were created in
multi-color, likely in layers for the content, and they can be recreated as
such.  If what you're scanning is the plot, which has subsequently been
sealed/stamped and signed, then it's simply a copy which represents that
information.

Color scans are generally larger file sizes, so not sure of the volume, and
if you plan to scan every revision plotted, sealed/stamped/signed, or just
the "Issued for Construction" and "Final As-Built", but this could result in
a need for added storage space.

Another concern is the accuracy of the colors when scanned.  Depending on
the resolution at which the content is captured, often times the color isn't
truly accurate (doesn't match the original plot) and depending on the
quality of the monitors the image is viewed on, they may appear vastly
different when viewed as opposed to the original plots.  Granted, your
legend should match the color of the content for comparison, but consider
users who may have color vision problems or lesser quality monitors viewing
these scans and if that poses a problem.

As far as capturing the signatures and the image of the seal/stamp, one of
the practices we had (when I was last in Engineering and Construction) was
the Drafting Group had a file with images of every Registered Engineer's
Seal, including their signature and the plot file was updated to include an
image of this in the seal block area AFTER the original had been stamped. 
Then, the signature area was updated to include the initials of all signing
parties in each appropriate block on the revision line, and subsequent plots
would include this information.
