The primary difference between Moreq2 and DoD 5015.2 is that the 
former is a user standard while the latter is a vendor standard.  As 
a user, you can  implement Moreq2 using any combination of 
applications and systems, and you can also adapt it to your 
organizational/cultural/national needs.  Look at the Moreq2 Chapter 
0, which is different for each country. And look at all the 
non-required modules which you can implement in different 
combinations with the required ones.
