Some good points by Jesse, and others. I will point out that clerical work does not qualify as "professional RIM" experience, for ICRM Certification Standards purposes. As a quick example, filing and/or retrieving documents (any media) is clerical; designing systems (any media) is professional. Having said that some (perhaps not all) RIM work by company or battalion clerks in the military may be more akin to what a RIM Mgr. or RIM Analyst does in the civilian world. In the RIM profession, more than any other of which I am aware, the job titles are largely non-standardized and can be very misleading. A RIM Coordinator or Specialist in one organization can be the equivalent of RIM Mgr. or RIM Analyst in other organizations. This probably goes back to the general lack of understanding and acceptance of our profession. That is something for the ICRM Certification Stds. Committee to evaluate based upon individual applications.

Best regards, Steve

Good points all, but the initial request noted that the prospective candidate didn't have ready access to former superiors (or couldn't get reasonable assistance).
