Was there a specific incident in Bozeman that prompted them to take this 
action for new hire applicants? Like Jesse said, if they want to see what 
the applicant does in social network environments, then the person 
responsible for filling the position can research those sites. If they're 
locked down, then they're locked down and the hirer is SOL. I can't 
imagine requiring one surrender his/her passwords for a regular government 
job, unless there's a very high security level. But then it wouldn't be a 
regular job. Even then, the government has more than enough tentacles to 
find out about someone if they really want to. Years back, long before 
9/11, my mother's neighbors were interviewed along with the usual 
financial and criminal background checks (and who knows what else) when 
she applied for a position with the FBI...as a secretary in a branch 
office.
