That's expensive information because a 3-5 year plan is something that
typically a consultant develops after assessing your organization- my
company paid Iron Mountain consultants in Texas $100k to do it
properly years ago before I was even hired. There were 2 excellent ARMA
webinars recently, the first one in April  was exactly about creating
strategy:

1. base a plan (partly) on  the 2009 ARMA survey findings (circulated on
ARMA bulletins and maybe on this listserv )- each survey question being an
area for development.

2. use the NARA maturity model for RM to structure a plan
