Your rating system is right on target. It's actually what many of us do now
when scanning the email and deciding if we want to respond to requests to be
"friends" on LinkedIn or Facebook. Actually, I turn down more than I accept.
And my Twitter account is for current students only. But being able to
automate the process is really a very practical idea - figure out a way to
do it and  I'm willing to subscribe to this service.
