Several law firms employ "case rooms." Essentially a secure room or office 
lined with shelves and a long table to review paper records specific to a 
matter/case. A similar space, if available, could be allocated as a 
research/review space. Could also convert a conference room or meeting 
room, if such exist (and can be commandeered for extended periods). If not 
on the 5th floor, maybe another floor?
