Just musing aloud here, but since I *know* all ARMA chapters would have such
policies, and since they would necessarily meet both the IRS and any local
requirements if applicable, I'd think there's some potentially powerful
outreach that could be done by local ARMA chapters to other associations in
their area, whether information management-focused or not. Ping the local
president, note that you know that they have to do the 990 and that they
require the policy, and offer yours as a guideline/starting point/template.
Seriously - fixing to do that myself on behalf of an acquaintance who is the
treasurer for her horse association (and who can't afford me ;) ).
