This is because you could write the answers on your snacks at home, bring them in, and then eat the evidence. Imagine how much you could write on a hoagie. (That's "submarine sandwich" or "grindger" to the rest of you.)

The testing place I went to in downtown Denver had coffee and vending
machines (soda and snacks) right next to the testing area. So you couldn't
take it *in* to the test, but between tests, no problem. Same same with
packing snacks - can't take them in but you could have them hold it along
with your car keys, cell, unauthorized pens.... :)
