If you are an ARMA member, you can look through the listings in the higher education interest group. There are some smaller colleges there, and I can only assume that they have programs at their institution. If you want someone who knows higher education records management, you might want a consultant http://www.theimpros.com Records management scales to fit the size of the organization.
