I have a website listing the 15 companies that I'm aware of that
manufacture equipment and I am certain there are hundreds of service
bureaus that can provide you with 35mm scanning.

I'm certain to upset someone here by omitting some friend but I would first
recommend the folks at The Crowley Company.
They are in Maryland closer to Atlanta than I am.

Your service bureau needs to know both film and digital imaging.
Aerial shots probably means greyscale and for your 50 year celebration you
might want to have very high resolution scans.

Closer to home for you is DRS in Norcross, GA
