Some references:
1. A French researcher, Jean-François Blanchette, published in 2006 a most interesting document titled "The digital signature dilemma". It considers the digital preservation issues, which most publications and commentators ignore (a most unwise decision, IMHO). It's available at http://polaris.gseis.ucla.edu/blanchette/papers/annals.pdf.
2. In June 2009, the U.S. National Institute of Standards and Security (NIST) produced FIPS 186-3 "Digital Signature Standard (DSS)", which may be helpful. It's available at http://csrc.nist.gov/publications/fips/fips186-3/fips_186-3.pdf. See also http://csrc.nist.gov/publications/PubsTC.html#Digital Signatures for the full library of NIST publications on digital signatures.
3. John Montaña and Brent Gatewood (both of PelliGroup) delivered at the ARMA 2007 Conference a presentation titled "Please E-Sign on the Bottom Line". It should be available from the ARMA Web site but, if not, you can probably get it from PelliGroup.
4. NARA produced a publication titled "Records Management Guidance for Agencies Implementing Electronic Signature Technologies" (18 October 2000). It's available at http://www.archives.gov/records-mgmt/faqs/pdf/electronic-signiture-technology.pdf.
5. I would be REAL CAREFUL about using the New York State (or anyone's) policy wholesale; see Christian Meinke's previous posting today for "reasons why".
