I think Jesse hit it right on the nose - It seems to be a matter of accessiblity 
and accuracy of record more than anything else. 

In my experience as a municipal government employ, the vehicle by which 
official business is conducted is not the issue, smoke signals or otherwise, it is 
(as always) the content that is of key importance.  And of course, the ability 
for the public to access that true content.

(I am however a complete greenhorn in this world of records management, 
with mere months of experience...)
