The paper system is not working well as they aren't classified and
organized appropriately. Our biggest problem is that we are running out
of room to store the various records we have to save.

If the paper system works well (ie. records can be accessed quickly and
easily) what added value does scanning bring that justifies the cost of
mass digitization?
