Sheryl, the costs of properly inventorying and organizing these records,
and then storing them off-site, will be less--probably MUCH LESS--than
the costs of scanning them (and supporting the document management
system, and then migrating it).

As Ginny Jones pointed out, if you choose to scan the records, you will
in any case have to inventory and organise them, so that's a cost you
have to incur, whichever of the two solutions you choose.

And as Peter Kurilecz pointed out, do you really have to keep these
forever?

The paper system is not working well as they aren't classified and
organized appropriately. Our biggest problem is that we are running out
of room to store the various records we have to save.

My next question is this:

If the paper system works well (ie. records can be accessed quickly and 
easily) what added value does scanning bring that justifies the cost of 
mass digitization?
