You can centralize your records storage, or the indexing of records in storage, of your paper records and so have one person (or dept) control the retention and disposition of the records in that system. 

You can automate the retention and disposition of electronic records in one of many software programs designed for this.

You can audit the practices of staff where you don't have direct control of their daily activities.
