I have had a good result with a two phase approach. Though one is not in effect yet.
1.	Create a detailed process with audit to check for compliance during the dreaded internal audit. (you will not be popular at first) I have also found it is important to conduct a RIM audit what is being archived and by whom quarterly to determine if there are gaps in archive activity with any business unit or department. Then it is time to go have a bit of a talk with them. I have also found with the new Federal rules in effect it doesn't hurt to have counsel explain the need to comply with corporate policy. 
2.	Incorporate RIM into the performance measures for yearend evaluations. (this may be put into effect once we have completed detailed CBT and classroom training) this also includes mandatory biyearly CBT certification and integration of a records management presentation as well as the CBT in new hire orientation. 

	Currently working with vendor or customizing integration to our ECM/RM solution to produce a warning that saving electronic documents from MSOffice outside of ECM "could" be a failure to comply with corporate policy and procedure. (say could because I don't want Auntie Maime's Berkley Brownie recipe in corporate ECM/RM) 
	
	We are also deploying a means to passively crawl file servers and hard drives to identify and auto-classify any unstructured electronic documents, still waiting to test this for bandwidth impact. (not a fan of auto-classification but sometimes you have no choice). 

The most important aspect of this process is awareness, training and strong change management processes.
