Welcome to the List Tracy, 
As you can see it is a lively bunch. :-p some excellent advice though.
Where we are at,
We send a notice of pending destruction to the department heads, cc: Legal, Audit, and Tax there is a 30 day advance notice. 
We send two notices, the second is 10 days prior to scheduled destruction, to the department head the second will also include the Business unit head,
If we still do not hear from the business unit 3 days prior to scheduled destruction, we defer to legal to approve on our recommendation. We include the owner and their VP.
If a business unit defers destruction because they say they need them, we require a written business justification that has to get legal signoff. This business justification becomes part of our destruction records and requires the business unit to set a time period not to exceed 1 year with a triggered action review every 3 months. 

My questions to you are as follows: 
Is this a project to do a resumption of destruction after a long period of time without destruction?
	Is there a policy that outlines this?
	Is the process reinforced by a procedure? 
	Is it well documented as to the reason destruction stopped, and documented as to why you have decided to resume after a long 	period of time? (trust me this is important)
Is this a first time destruction where prior there were no destructions?
	If so, Do you have an assigned representative from Legal?
	Have you asked Legal to send a endorsement letter for support by business units and departments for the destructions?

I ask because based on the why you worded your question it sounds like either there has never been a destruction before or it has been a long time since the last one.
