GRS 24 also contains some electronic records. Plus, there may be record series in other GRSs that are your "electronic records" because, as we know, the media does not matter, it's the content.
 
1. Yes, any series that you have that is not covered in the GRS needs to be scheduled on an SF115. Plus, any GRS series that you differ in retention period also needs to go on an SF115 with a rational as to why your agency disagrees with the NARA retention. (I use this to get people to agree with NARA.)
 
2.  Yes, the SF115 needs to include a recommended retention period for your series.  If NARA disagrees with you, you get a chance to defend yours or change to theirs.  (I would recommend to agree with them.)
 
I have recently gone through the process of scheduling electronic records for government agencies.
