One other point to bring up:

You should have a look at the automated rules function that comes with
Outlook and analyze a few sample PSTs.

That way you'll have a better idea of what you're looking for BEFORE
your head is spinning at the mention of features you may not need.

Jason brings up a good point - if your IT shop has someone that knows
MAPI
you could knock out a custom solution fairly quickly. But give the size
of
the organization it appears you work for, this is definitely something
you'd
want to automate. 

I don't have the list of tools readily at hand and I'm in PPT heck on
about
4 dift presos at the moment so I don't have time to look today. But
watch
the list - I will try to get a more comprehensive list of solutions that
claim to offer that out maybe early next week.
