Actually, with Exchange 2010, Microsoft appears to have taken the first
steps down that path. I haven't seen it officially yet, but my understanding
is that it is more tailored to personal archiving than a comprehensive
solution capable of addressing more granular records management
requirements. See e.g.

I think building the ability in Outlook to set a rule to move messages to
another location wouldn't be that difficult - however, Microsoft's stated
(and oft-changed) approach is to keep those messages in Exchange, whether in
shared folders, public folders, or managed Sharepoint folders. So I'm not
sure how far they'd be inclined to do that.
