You may also want to consider your ability to redeploy resources.  If you move on site record storage off of relatively costly space -- what do you plan to do with the your now empty space -- move new operations there, provide staff with larger work areas, add conference rooms, sublease the space, or just let it stay empty until your lease is up.  The same may be true for other types of resources supporting on site record storage that you may not be able to quickly terminate.

I would suggest that you try estimating costs out for at least  5 years with both scenarios and then see where you stand.  I prefer a net present value analysis for such circumstances though many organizations are more than satisfied with a simple pay back period measurement.

Bill Benedon's CD, "Records and Information Management (RIM) - An Overview", that I believe is still sold via the ARMA Bookstore had a full section on In-House vs Vendor storage costs.  A bit dated, but has 25 slides on record center evaluations which includes cost for each.  Great CD and refer to it quite often.
