www.aiim.org and www.arma.org are the two obvious starting points.
Other companies within your Industry who have gone through the change from
paper based to digital records is an excellent source.
 And this ListServ.

But keep in mind:
Having a 'good' Records Management Program in place is of course vital.
Stop creating paper internally whenever possible.
Address the issue of centralized and decentralized image capture.
Create your own document scanning Standards.
Obtain company wide consensus of what the goal is for the document scanning
program.
Hire a qualified Imaging Consultant
