Good Idea,
 
I think that using the slogan "Paper Less" is worth something.
You wrote "also other reusable commodities like aluminium and
glass", I can add plastics, paper clips, and to make the ends of MKF shorter, stop to put "start" and "next" cadr on the microfiche - it will reduce amount of  microfiche, chemicals and space. Also, I think if somebody will introduce prize for paper sent for reuse, people will stay in line, only the prize should be valuable.
