- Reports are received from external entities
- We are obliged by existing internal regulations to mark  each page with 
the classification level specified by the transmitting entity 
(header/footer; front and back). 
- Docs get scanned, after stamping

Note that I am requesting that the internal regulations be reviewed, to 
reassess whether this business need still exists
