Nick, roll microfilm is still considered a permanent preservation media
(not necessarily microfiche). It, or similar analog formats, are
required as such in some states. Think of it as an insurance policy, or
a permanent backup of long term retention electronic records. One would
not necessarily use it as an access media, but rather as a long term
backup in the event the electronic versions become corrupted, lost
through obsolescence, etc... In such an event, you can re-scan from the
microfilm.
