I will also agree with Larry and Peter and note further that many private organizations also use "classify" and "classification" as it relates to information security levels.  At a previous employer in the securities regulatory industry business and with many of the clients I now work with as a consultant in the financial services industry I see similar use of the terms.  

In the ARMA Glossary of RIM Terms, Classified Record is defined as, "In government, a document containing information, the disclosure of which would harm the national security."   I will also note that the Glossary also defines "Classifying" and Classification System" in the more general manner.  A bit confusing.  I also recommend to my clients that they create common sets of terms to avoid confusion.

"Classify" has a specific meaning in the federal sector. typically means is an item top secret, secret, whatever.  thus if you use the term 'classify' when talking with someone from a sector that "classifies" records for accessibility they may not know you mean 'categorize'

using categorize avoids any confusion. just like the IT world starting to use the term "archive" for storage when RMs and archivists know that "archive" means a place for items of long term historical value to an organization.

for the projects I'm on I have generally have to do a terminology level-set to make sure project team members understand what various terms mean. otherwise misconceptions can take place.
