Aaron,
The Food & Drug Administration (CFR 21) comes to mind first. Does your state have a sales tax? If so it probably also has a dept of revenue. "Follow the money..."

Subject: Records retention and management in the grocery industry
Are there any professionals out there that have done any work in the grocery
industry regarding records retention and management?
I need some help in finding the federal regulations that govern the grocery
industry. I am trying to determine what records retention and managment rules
the grocery industry must abide by. Any help would be greatly appreciated.
