"Email in this organization is managed by employees, based on content. Any email that is determined to have retention of longer than 2 years is to be saved on a shared drive (preferably as an .msg file). Less than 2 years retention - employees are allowed to save within Outlook folders. Now it sounds as if IT wants the shorter-term email messages to be saved as .pst files."

It seems that e-mail administrators are always trying to balance the cost of additional disk space with that of operational needs.  With the cost of storage having dropped significantly over the last few years, I would think this shouldn't be as much of a concern.

While my organization's retention policy is different, we prevent the creation of .pst files at the server level.  Not just from a storage perspective, but from a Legal Hold and Discovery perspective, allowing .pst files to be stored anywhere seems like a big risk and headache to me.  I am also curious about storing .msg files on shared drives.  Again, how are those managed and searched for discovery purposes?
