Jason:

I would tend to lean toward your current retention requirements for payroll records.  The citation from Jacque of 29 CFR 516.5 is a good one.  You might also take a look at 26 CFR 1.170A-13.  This one talks about itemized tax deductions for charitable contributions.

Another possible citation is 29 CFR 405.9 and if you operate in the state of Florida, FACA 12-19.006.
