There was a lawsuit in Virginia in the very late 1980s or early 1990s concerning the acceptable quality of images converted from paper to microfilm and electronic images.  A records management "expert" testified that an error rate of 20% was acceptable within the microfilm and records profession.  I questioned such low expectations at the time and AIIM TR34-1996 (soon to be ISO 12032) for sampling converted images was promulgated a few years later.
