1.  Documentum is a highly scalable ECM system and should be able to accommodate the same functionality as the third party systems.  The cost for supporting this functionality in Documentum should be compared to the cost for a third party solution.  The third party solution will probably provide a lower total cost of ownership.  The TCO includes hardware, software licensing, maintenance, professional services, storage, and company IT resources for maintaining Documentum.  IT departments are pressured to reduce headcount and look to third party providers to reduce the demands on existing IT resources.

2.  The third party provider is performing the same control that should be practiced in Documentum.  When transferring the CAD files to the ECM, all files, and links should be transferred as a package and declared a record in the system.  Once declared, the record should be locked to prevent accidental deletion of any linked files or removal of database pointers.  This may require the use of the Records Management module in Documentum.  The cost for the module and professional services is significant with Documentum.  I had quotes in excess of $500K for configuring the Records Management module in Documentum.

3.  If pursuing the third party solution verify the contract language requires the provider to follow your company's records management program.
