Actually, the plan that Mayor Fenty proposed a couple of years ago was sound.  
The media played up the deletion of anything older than aspect.  


The plan first mandated moving email which qualified as records from the 
messaging system into a content management system.  Anything remaining in the 
mesaging system older than a specific time frame would be automatically deleted.

Unfortunately that plan was killed.
