Your point is a valid one.  End users are the ones responsible for record declaration and not the Electronic Records Administrator.  But, if you are potentially going to spend a few hundred thousand dollars, it makes sense to me that you would want someone to administer the process and technology going forward.  You could even call the ERA an Electronic Records Auditor as part of a full audit plan assuming you haven't done so already.  The last thing you want with spending so much money up front is to rely on your organizational employees only to have them not use the system right.  That could potentially be a huge waste of resources as opposed to spending a little more each year to keep everyone in line.
