If I understand correctly, I would say yes. The language in the notice 
should tip off the manager about records acquired form the departed 
individual and that individual's involvement/relationship with the issue 
at hand. The language, if worded correctly needs to inform recipients of 
those whose records/info must be preserved, wherever and who has 
responsibility for keeping them.

Is it ever acceptable to include on the distribution list for a document 
preservation notice, the name of a former employee whose records are now 
in the custody of someone else (manager) in the department?
