A couple of fun quotes in this piece, such as the one from Congressman Honda...

"“We like to receive information digitally and then print electronic
documents, sometimes multiple copies,” he said. And GPO often can do that
more economically than consumers."

And this one makes me wonder about the the source of the data...

"Honda also pointed out that 68 percent of the GPO cost for producing the
daily Federal Register is in the pre-print development of electronic files
that are used both for online and print versions of the publication."

But this was rather disturbing from a "Standards" viewpoint...

"Bruce said the process needs to start with creating standards for the
unique congressional environment." 

These would be PRACTICES, not STANDARDS.  If they are unique to a single
environment and designed to meet needs that others don't have, they aren't
'standard'. 

More to the point, this isn't where the process STARTS... until a needs
analysis is done and a functional assessment of the capabilities of the
existing hardware and software have been performed (along with assessing the
users capabilities) there is no way to determine how to go about
successfully deploy an architecture to meet the organizational needs.  If
you don't know where the gaps are, its foolish to assume there are any, or
that 'standard practices' need to be developed to bridge them.  

The way the Government goes about approaching technology is real scary
sometimes- no wonder things like the FBI Virtual Case Management System and
the NARA ERA had so many fits and starts and failures- they tend to decide
up front what they want to do something before determining if they are able
to do it and how long it will take or how much it will cost- and they make
these ludicrous projections of how much they "will save" by implementation.  

This is why I'm sure the whole Federal Cloud thing is gong to fall on its
face, and possibly why the chief architect just announced he was leaving
