I don't know if Larry had copies or originals that he provided to the PUC.  However, I have, in the past, taken COPIES of memos I wrote from former employment.  These were mainly memos that showed that I had completed a task, submitted a warning, provided an analysis, etc. that, had I not done the things in the memos, could be used against me by the former employer.  Removing original or only copies of documents is unethical and, in some cases, illegal.  But taking copies of something I wrote that shows I did my job (but does not contravene any copyright, patent, or other confidential requirements), does not violate any ethics I can think of.
