I think it is clearly a policy question for each organization. There are
materials we provide to people as they leave if they request it. There are
other materials that we do not provide weither by shoice or because my
organization is merely the custodian of a client's records.
There are also situations where whistleblower protections would protect conduct
that might otherwise have been against policy.

This is actually a very interesting topic. What is ethical to "take home" after
you have been terminated? Personally, I think very little, except neutral
reference materials. I think that retaining copies of emails is not ethical.

I don't know if Larry had copies or originals that he provided to the PUC.
However, I have, in the past, taken COPIES of memos I wrote from former
employment. These were mainly memos that showed that I had completed a task,
submitted a warning, provided an analysis, etc. that, had I not done the things
in the memos, could be used against me by the former employer. Removing
original or only copies of documents is unethical and, in some cases, illegal.
But taking copies of something I wrote that shows I did my job (but does not
contravene any copyright, patent, or other confidential requirements), does not
violate any ethics I can think of.
