The Department of State (DoS) Office of Information Programs and Services
(A/GIS/IPS) requires contract services to update and revise the DoS taxonomy
-- Traffic Analysis by Geography and Subject (TAGS) -- to better support the
worldwide rollout of the State Messaging and Archive Retrieval Toolset
(SMART).

SMART is a secure, user-driven system to support the conduct of diplomacy
through modern messaging, dynamic archiving, and information sharing. SMART
consolidates the legacy cable system and e-mail system onto a single
platform - Microsoft Outlook. SMART retains archive messages (including
cables and record emails) in an official archive. The official archive is
accessible to SMART users through search engines and search alerts,
depending on the user’s SMART profile. Search alerts allow users to set up
search queries that will automatically deliver archive messages to their
inboxes.

TAGS is the official filing system for the DoS, whether in paper or
electronic form. TAGS and Terms work together to provide an easy to use,
subject-based means to organize, disseminate, store and retrieve
information. SMART users must select the correct TAGS to ensure that cables
are disseminated properly and to ensure that all cables and record emails
are stored and organized in a manner that facilitates future retrieval,
reuse and preservation of the record of the DoS conduct of foreign
policy.Provide contract support to A/GIS/IPS to update and revise TAGS to
better support DoS-wide implementation of the SMART system.

Duties require knowledge of the DoS mission and functions, taxonomy creation
and management, and Federal recordkeeping practices, as well as excellent
interpersonal skills including both written and oral communication
abilities. Furthermore, duties require a Secret clearance.

The contractor shall provide two (2) Senior Functional Experts to perform
the task functions as follows:
· Review and analyze the current DoS taxonomy for TAGS.
· Meet with stakeholders to educate them on the importance of TAGS and
gather from them requirements for updates to TAGS that better support the
worldwide rollout of SMART.
· Make recommendations for a new SMART TAGS taxonomy that better
categorizes, organizes, and preserves SMART archive messages.
· Prepare an implementation plan for retiring inadequate TAGS and creating
new TAGS including working with the A/GIS/IPS Records Archive Program (RA)
on scheduling disposition dates for new TAGS with the National Archive and
Records Administration.
· Execute the approved implementation plan.

Experience/Qualifications:

· Senior Functional Experts furnished by the Contractor to perform services
required by this task order shall possess the following experience and
qualifications:

(a.) Education:

1. Bachelor’s degree from and accredited college or university

(b.) Experience:

1. Demonstrated practical experience in Federal records management
2. Knowledge of creation and management of taxonomies.
3. Demonstrated ability to communicate orally and in writing with all levels
of management
4. Minimum of 3 years relevant experience in Federal records management.
5. Secret Clearance
