Todd, we're going to stay at the Hampton Inn & Suites National Harbor. 

The room rate is much more reasonable than the conference hotel ($169 / night). 

The Hampton Inn is located on the same street as the conference hotel, about 1-1/2 blocks away.

While I have not stayed at this particular Hampton Inn, it got mostly favourable reviews and my experience at other Hampton Inns has been good.
