Back at home, Corpus Christi council members also use personal e-mail
accounts as their primary account to do city business. That practice is a
gamble, according to Attorney Jay Bender, who specializes in Freedom of
Information cases.

"It doesn't make any difference which e-mail account is used, if it's
communication about the business of the public body, it's a public record,"
Bender said.
