Steve - you are absolutely correct.  Once your company establishes its archive and retention policies (I'm guessing there is some email content that your firm is interested in keeping around for a certain period of time) you then apply them to archive and purge stuff as dictated by the policies.  There is some comfort in knowing where your email content is and how much and when you want to make it go away.

This is exactly what organizations do not want; a 'permanent'  email archive of mostly ash and trash just waiting to be mined by plaintiff's attorneys.
