It is difficult for me to imagine a scenario where any one buying abandoned
records would have anything other than nefarious purpose. Basic concepts of
records authenticity and integrity require consistent custodianship, and
abandoning/selling records corrupts that custodianship.Because of this,
abandoned records are essentially worthless for any practical business
application. Perhaps a better solution would be to require their destruction
rather than allow their sale. That destruction could be via confidential
recycling, which would allow the storage vendor to recover some costs.
