You have to do your own e-RIM Requirements Document and match their
capabilities to it. Then you also bring into the decision-making  an
understanding of vendor's marketplace history, their IT infrastructure, your
IT infrastructure, your potential user base's culture, and other factors,
including how any prospective system would solve the issues identified in
your Software System Business Case.
