I agree there really should be an experience component to certification.
As I see it, the Board of Regents really took two steps:
1.  changed the minimum professional experience to one year;
2.  changed the education:experience substitution ratio.

I'd like to think the Board carefully considered changing the baseline
from two or three years (depending on level of college degree) to one
year - I won't debate their wisdom in doing so.

By changing the substitution ratio from 1:2 to 1:1, I think they are
more realistically giving credit for relevant professional level
experience.  Bear in mind that a candidate's early years of professional
experience may still only be assessed as a percentage of the relevant
experience.  (As an example, the first two years of relevant experience
may only be considered 50% professional, giving the candidate one year
of professional experience.) However, a candidate's later relevant
experiences may well be assessed as 100% professional and therefore
weighted at 100% rather than the previous weighting of relevant
professional experience at 50%.

Just my $.01 (it was my 2 cents worth, but I have been previously
assessed as 50% relevant!!)
