An electronic  filing system doesn't put all the documents into a single
physical location. Regardless of the product a pointer, a link, a common
tag,  or metadata, can be associated with each document providing users with
a particular view of the information, regardless of location. Additional
pointers can be created to create other views of the information. This is
file virtualization which has existed for many years.

What is important is that a workgroup agrees upon the organization to be
used and can find the document easily. That said, email presents a case
unlike nearly every other type of content because, like a fish, it wasn't
designed to live, much less be managed, outside its special container, it's
fishbowl or email system. Steve Bailey's comments are something we have
known well for a decade, yet we continue to pretend there is some magic to
ERM.
